In short: Yes, you can.
You need the necessary permissions in the group in which you want to create plans. The permissions can be set so granularly that you can possibly create plans, but not deploy or activate them. This is controlled via the rights management.
Go to the respective group you want to add a plan to.
Click on the “+Plan” button at the top right. If you do not have permissions to create new plans, you will not see the button. Then, please contact your account administrator.
